The Council of Europe (CoE; French: Conseil de l'Europe) is a regional intergovernmental organization promoting co-operation between European countries in the areas of legal standards, human rights, democratic development, the rule of law and cultural co-operation. It was founded in 1949 and has 47 member states with 820 million citizens. The organization is an independent body, and is not controlled by the European Union, which is a separate organization it is sometimes confused with. Unlike European Union and Eurasian Economic Union, the Council of Europe cannot make binding laws.

The Post of Moldova has already issued many stamps and philatelic documents in the past, devoted to the Council of Europe : 50th anniversary (stamp in 1999), Moldovan Chairmanship of the Committee of Ministers (stamp and prepaid envelope in 2003), 60th anniversary (stamp in 2009), 65th anniversary (prepaid envelope in 2014). On July 13, 2015, the Post of Moldova has released a new prepaid envelope (L 11.00, rate for a priority mail up to 20g sent to the countries of Zone A, including France) devoted this time to the 20th anniversary (to the day) of the country's accession to the Council of Europe.
