On March 1, 1993, under the auspices of the Ministry of Informatics, Information and Telecommunications of the Republic of Moldova, two new enterprises were put into operation: the State enterprise "Poşta Moldovei" and the telecommunications company "Moldtelecom". Since November 16, 1992, Moldova had become a full member of the Universal Postal Union before later joining other international organizations such as the Regional Commonwealth in the field of Communications (RCC) or PostEurop (European Association of Postal Operators) in 1997. The Post of Moldova had already put into circulation prepaid envelopes in 2003, 2008 and 2013 to commemorate respectively the 10th, 15th and 20th anniversary of the creation of the Poşta Moldovei..
